Four things that decide this, in the order they will cost you money.

Agencies do not buy QR Code tools, they buy a way to bill for them
The demand side is settled. Bitly's 2025 survey of 250 marketers found 93% had increased QR Code usage in the previous year, 88% felt sentiment had improved, and 86% planned to increase usage further.
What is not settled is how an agency structures it. Two models price completely differently: one account with several seats where every client shares a workspace, or one account per client where codes stay isolated. QR Code Generator PRO takes it anyway. QR TIGER states dynamic codes stop when the plan expires and allowances expire yearly, so a paused retainer breaks forty live menu codes. QR Code Generator PRO gives lapsed codes three further years, which for table tents beats 3,000 per batch.
Bracket two: the real estate brokerage client
Twenty agents wanting codes on their own yard signs, listings turning over weekly. Low volume per person, high churn, client-facing. Flowcode against TQRCG.
Flowcode's argument is the hosted landing page: rather than a listing page built for desktop, the sign code points at a mobile page Flowcode hosts, and the free tier includes two. Pro Plus is $25 per month billed annually for 50 codes.
TQRCG takes it on arithmetic. Twenty agents on twenty free accounts is 40 free dynamic codes at zero cost, and those codes never expire. The same coverage on Flowcode is $300 a year. When an agent leaves you hand over one login.
Bracket three: the packaged goods startup client
Sixty SKUs, on-pack codes, a category heading toward GS1 standards. Hovercode against ME-QR, and it is not close.
ME-QR looks stronger on limits: dynamic codes, unlimited scans, unlimited code lifetime, a year of analytics history and unlimited multi-user access, all free. Seats are what everyone else charges for.
Then you read the condition: every ME-QR free-plan code serves advertising after the scan, confirmed in their FAQ. On client packaging that is unusable at any volume. Hovercode takes it by publishing GS1 Digital Link QR Codes free, running no advertising, and confirming your first three codes outlive a cancellation.

Cheapest per client here, and the only one where a client can leave without their codes breaking.
A free account carries 2 free dynamic QR Codes that never expire plus unlimited static QR Codes, with 14 days of scan history and no credit card. Flex runs from $5 per month billed yearly for 5 dynamic QR Codes up to $10 per month billed yearly for 45, adding ad-free codes and bulk creation.
Run the arithmetic. Twelve clients on free accounts costs nothing and yields 24 permanent dynamic codes. Twelve on Flex at the $5 tier costs $720 a year and yields 60. If client scan data must reach their own systems, that runs through the Core Plan (powered by Uniqode), its parent company.
The honest cost is administrative. Both tiers are single user, so there is no dashboard across twelve clients and you manage twelve logins. That is the trade for codes that survive offboarding. Customization is free, so TQRCG's dynamic QR Codes carry each client's colours.

No free plan exists. Fourteen days, then payment. Starter is $9.99 per month billed annually, $119.88 a year, for 2 codes and one seat. Advanced is $15.99 per month billed annually, $191.88 a year, for 50 codes, unlimited scans, 100-code batches and two seats. Professional is $46.99 per month billed annually, $563.88 a year, for 250 codes, 500-code batches and five seats. Value added tax is extra.
Professional at $563.88 a year across twelve clients works out near $47 per client annually, which is genuinely competitive for a shared model, and five seats covers an account team. Their FAQ also gives lapsed codes three further years, which is the most generous grace period here and the reason it won bracket one.
Two agency-specific cautions. Codes sit in your account rather than the client's, so offboarding means migration or deletion. And no client-facing workspace separation is published, so a junior on the account sees every client's codes.

Best throughput figure published anywhere on this page, undermined by the clause that matters most to an agency.
The free tier gives 3 dynamic codes with 500 scans each plus unlimited static codes, though free codes carry a QR TIGER logo popup. Advanced is US$16 a month billed annually for 200 dynamic codes and batches up to 3,000. Premium is US$37 a month billed annually for 600 codes. A Regular tier is listed at US$7 a month without a resolved billing basis.
Three thousand codes per upload turns a sixty-SKU client or a forty-location rollout into an afternoon, and the paid analytics are the deepest here, with geolocation, UTM parameters and scan notifications.
Then their own terms: dynamic codes stop working when the plan expires, allowances are valid one year and do not accumulate, and a code scanned eight or more times cannot be deleted. For an agency that means a paused retainer takes live codes down and you cannot tidy up afterwards. Two seats even on Premium compounds it.

The free plan is $0 a month with 2 dynamic codes, one seat, two hosted mobile landing pages and one designed template, and free codes are ad free and marked as always scanning. Pro Plus is $25 per month billed annually for 50 codes plus analytics on 6,000 scans and bulk creation of 50.
Where it earns agency money is presentation. The hosted landing pages let a client campaign go from code to mobile page without involving their web team, removing a dependency that kills timelines. The code design is the best here, which sells easily into a creative review.
The ceilings are the problem at agency scale. Analytics stop at 6,000 scans on Pro Plus, which one successful campaign consumes, and 50 codes will not cover a multi-location rollout. Advanced logo and colour control also sits behind a paid row, so free-tier work carries less brand control than clients expect.

The specialist pick, and the only tool here that solves a requirement the others cannot fake.
The free plan is $0 a month and includes GS1 Digital Link QR Codes, 3 dynamic codes held in total, unlimited static codes, unlimited scans, logo branding and three months of history, with no advertising on scan. Pro is $12 a month billed monthly or $120 a year for 100 codes held in total. Business is $39 a month or $390 a year for 600 codes a month plus the bulk generator.
GS1 is why it matters for agency work. GS1 reports the transition to QR Codes carrying its standards is being tested in 48 countries representing 88% of world GDP, with wide adoption targeted by the end of 2027. If a packaged goods client raises it, this is the only tool here answering it without an upgrade.
For general client work it is less compelling. Pro's 100 codes is a lifetime total that never resets, the bulk generator needs Business at $39 a month, and seat counts are not published anywhere.

6. QR Code Prime
Not a client delivery tool, and genuinely useful in an agency for a narrower job.
Everything is free with no paid tier. Unlimited static codes, never watermarked, no account needed to generate or download, and static codes built client side so nothing you encode leaves the machine. A free account adds 10 dynamic codes with 500 tracked scans a month. Colours, dot styles and logo embedding are included.
There is no pricing to report, and no seats, no workspaces and no bulk creation either. Ten free dynamic codes is more than most paid entry tiers, but at 500 tracked scans a month it cannot carry a client campaign.
Where it earns its place is internal and pitch work. A code for a pitch deck, a conference badge for your own team, a mock-up for a creative review, a QR on an invoice. Those need to exist in under a minute with no watermark and no account, and QR Code Prime's dynamic codes cover the handful of internal ones you actually track.

Disqualified from client-facing work by one condition, and worth knowing about for everything else.
The free plan carries dynamic codes, unlimited scans, unlimited code lifetime, a year of analytics history, over a thousand frame designs and unlimited multi-user access. Every free-plan code shows advertising, confirmed in their FAQ. Lite is $16.99 a month billed monthly or $10.50 billed yearly. Premium is $27.99 monthly or $15.08 billed yearly.
Unlimited multi-user on a free tier is remarkable, because seats are the single most expensive line item everywhere else on this page. If the advertising were removable at no cost, this would rank near the top of the list rather than the bottom.
They are not, and that settles it. An advert served after a scan on a client's packaging is not a limitation you can explain in a status meeting. Paying $10.50 a month billed yearly per client removes it, which across twelve clients is $1,512 a year, well above the Flex equivalent. Their pricing page also contradicts itself on the free code limit.

Seats are where agency QR Code budgets break, and no comparison table presents them per client. Seat counts here run from one to five, with ME-QR's free unlimited multi-user the outlier. Five seats on QR Code Generator PRO Professional costs $563.88 a year, three collaboration seats on Flowcode Pro Plus costs $300, and Hovercode publishes none. So the shared model costs $300 to $564 a year before a single code exists, and still leaves every client visible to every seat. The account-per-client model inverts it: seats cost nothing, and the cost moves from budget to password manager.
Across these seven tools seat counts run from one to five, with ME-QR's free unlimited multi-user as the outlier. Five seats on QR Code Generator PRO Professional costs $563.88 a year. Three collaboration seats on Flowcode Pro Plus costs $300. Hovercode publishes none. The shared-workspace model therefore costs $300 to $564 a year before a single code exists, and still leaves every client visible to every seat.
